Within twenty-four hours, Arthur Vance was formally arrested at his suburban estate, charged with corporate fraud, embezzlement, and labor law violations. The public exposure of the scam forced a sweeping reckoning across the real estate sector, sparking citywide investigations into third-party labor contractors.

Julian Mercer did not hide behind PR firms or corporate press releases.

Two days later, Julian stood in the main auditorium of Harrington Tower before hundreds of employees—custodians, security officers, maintenance technicians, corporate analysts, and department heads.

He didn't stand behind a podium. He stood at the front of the stage with microphone in hand.

“For twelve years, I ran this company with one metric: the bottom line,” Julian addressed the crowd, his voice resonating through the speakers. “I believed that as long as the numbers were good, the system was working. I was wrong. A system that prospers by destroying the people who sustain it is not a success—it is a failure of leadership.”

Julian announced a series of immediate, sweeping structural reforms:

Elimination of Outsourced Labor Contracts: All 450 custodial, maintenance, and security personnel previously contracted through Apex Logistics were immediately brought on as direct, full-time employees of Mercer Vale Holdings, receiving full health benefits, paid sick leave, and living wages starting at $28 an hour.

Restructuring of the Care Fund: The Mercer Vale Employee Emergency Care Fund was removed from executive oversight and placed into an independent trust, co-managed by worker-elected representatives. Julian personally injected $5 million of his own private stock into the fund.

Back-Pay Restitution: Every worker exploited under the Apex Logistics system was awarded full back-pay with interest, funded directly from the seized assets of Arthur Vance and the liquidated shell accounts.
