The package detailed how Vanguard Holdings had been funneling municipal grant money intended for community youth programs into private offshore trusts used to finance Arthur Miller’s legal defense funds and real estate acquisitions, including the Elmwood Avenue house.

The response was instantaneous.

Within twelve hours, a state-level corruption warrant was issued, freezing all of Vanguard Holdings' municipal assets and expanding Arthur Miller’s charges from child endangerment to systemic fraud, conspiracy, and racketeering.

Realizing his empire of control was rapidly crumbling from beneath him, Miller made a desperate final move.

It happened late on a rainy Thursday evening. Evelyn was finishing her shift at the precinct when her phone buzzed with an urgent alert from St. Jude’s Hospital security: an unauthorized visitor had breached the pediatric wing, attempting to access Leo and Maya’s room using a forged administrative ID.

Evelyn didn’t wait for backup. She sprinted to her patrol car, sirens wailing as she tore through the rain-slicked streets of West Portland toward the hospital.

When she burst through the doors of the pediatric wing, the scene was chaotic. Hospital security guards were sprawled across the floor, groaning in pain, having been subdued by a chemical agent or physical force.

Evelyn unholstered her service weapon, clearing the corners of the dimly lit hallway.

“Police! Drop whatever you’re holding!” she shouted, rounding the corner into Leo’s room.

There stood Arthur Miller. He had managed to bypass the security lock, and was currently attempting to lift a terrified Leo out of his hospital bed, wrapping a heavy arm around the boy's chest while holding a sharp surgical scalpel to his collarbone.

“Don’t move another step, Dunham!” Arthur screamed, his face twisted in manic desperation. His suit was rumpled, his hair disheveled—every trace of his corporate composure completely gone. “Drop the gun, or I swear to God I’ll cut him right now! We’re leaving this country tonight, and no one is going to stop us!”

Leo was crying silently, too terrified to speak. Maya was huddled in the corner of the bed, sobbing hysterically.

Evelyn lowered her stance, holding her service weapon with a steady, lethal focus. Her heart pounded in her ears, but her mind was crystal clear. Years of training had prepared her for this exact moment.

“Let the boy go, Arthur,” Evelyn said, her voice dropping into a calm, commanding register. “It’s over. The federal warrants are out. Your accounts are frozen. Even if you walk out this door, you have nowhere to run.”

“You ruined everything!” Arthur shrieked, pressing the cold steel of the scalpel slightly closer to Leo’s skin, drawing a tiny droplet of blood. “I built a sanctuary! I protected my family from a chaotic world! You don't know anything!”

“A sanctuary doesn't have locks on the outside, Arthur,” Evelyn replied, taking half a step forward while maintaining intense eye contact. “That wasn't protection. That was a prison. And you were the warden.”

For a second, Arthur hesitated, his eyes darting toward the window as he calculated his escape routes. That microsecond of hesitation was all Evelyn needed.

With blinding speed, she didn't shoot—she holstered her weapon in a lightning-fast motion, lunged forward with explosive athletic force, and tackled Arthur squarely in the ribs.

The impact sent both of them crashing hard against the linoleum floor. The scalpel flew from Arthur’s hand, clattering harmlessly across the tiles. Evelyn pinned him instantly, pressing her knee into his spine and securing the steel handcuffs around his wrists with ruthless efficiency.

“You’re under arrest, Arthur,” Evelyn breathed heavily, pulling him up to his feet. “For kidnapping, assault, and child exploitation. This time, there’s no bail.”
