Chapter 5 - The Fallout

The dismantling of the Caldwell syndicate was swift, brutal, and entirely legal.
Because Viktor Vance had bypassed local corrupt channels and delivered the encrypted evidence directly to federal investigative units via secure diplomatic channels, the corruption ring had no time to scrub their tracks.
By dawn, news vans choked the entrance of the Blackwell estate. Headlines blared across every major network: Senator Richard Caldwell Arrested in Massive Racketeering and Corruption Scandal.
Preston Caldwell was charged with aggravated assault, kidnapping, and obstruction of justice, facing a minimum of fifteen years in federal prison without the possibility of bail. The state politicians who had spent years kissing the senator's ring publicly distanced themselves before the ink on the indictments had even dried.
Inside the quiet sanctuary of Vance’s downtown penthouse overlooking the river, Kate sat in a plush leather armchair, her arm resting comfortably in a proper medical cast.
A knock sounded at the door, and Viktor entered, carrying a heavy manila folder and a steaming cup of tea.
"How's the arm?" he asked, setting the tea down on the marble table.
"It heals," Kate said, looking up at him. "The doctors say I’ll have full mobility in six weeks. Though I have to admit, typing with one hand builds character."
"You won't need to type file reports anymore," Vance said, sliding the manila folder toward her.
Kate opened it. Inside was a legal deed naming her the executive director of the newly formed Blackwell Community Foundation—funded entirely by the seized assets of the Caldwell estate, dedicated to legal aid, housing security, and medical support for working-class families in the city.
And attached to the deed was a permanent, high-level intelligence contract with Vance’s global logistics firm, complete with a salary that made cleaning hotel rooms and mansions a distant memory.

"Why do this?" Kate asked softly, looking into his dark eyes. "You could have just used the files to ruin the senator and taken over the harbor yourself."
"I did take over the harbor," Vance replied with a faint smile. "But empires aren't built on fear alone, Kate. Sometimes, they're built on the people who refuse to break when someone tries to snap their arm."
