Chapter 2 - The Paper Fortress

By 2:00 AM, the emergency department at Nationwide Children's Hospital felt like a fortress under siege.
Fluorescent lights hummed overhead, reflecting off polished linoleum floors. Mark and I sat in the private, wood-paneled consultation room of the Child Protective Services (CPS) unit. Across from us sat Maddie, wrapped in a thick wool blanket I had brought from home. A hot cup of tea sat untouched in front of her.
The door opened, and Dr. Elena Vance (no relation to Todd), a senior pediatric forensic specialist, stepped inside carrying a thick blue folder. Beside her was Special Agent Rachel Torres from the Ohio Bureau of Criminal Investigation (BCI).
"Maddie, Sarah, Mark," Dr. Vance began, taking a seat. Her expression was solemn but fiercely compassionate. "We’ve completed the full-body skeletal survey, CT scans, and soft-tissue imaging on Mia."
Maddie covered her face with her trembling, pale hands. "Is she... is my baby going to live?"
"Mia is stable," Dr. Vance said gently. "She is in the Neonatal Intensive Care Unit under continuous monitoring. She has two fractured ribs that are approximately two weeks old, in addition to the acute bruising on her back and abdomen caused within the last twenty-four hours."
A sharp, ragged sob tore from Maddie’s chest. "Two weeks... oh God... two weeks..."
"Maddie," Agent Torres said, opening her notebook. "Fractured ribs in a three-week-old infant do not happen from colic, post-partum nervousness, or gentle handling. This is the result of squeezing or direct blunt impact. I need you to tell me what has been happening in your house."
Maddie squeezed her eyes shut, pulling the wool blanket around her chin. "He... he told me no one would believe me," she whispered, her voice cracking. "Todd is the union representative for the sheriff's department. He knows every judge in Franklin County. He told me if I ever told a doctor, or called the police, he would use his badge to frame me for child abuse and take Mia away from me forever."
Mark leaned forward, placing a supportive hand on Maddie’s shoulder. "Maddie, he can't hurt you here. Tell Agent Torres everything."
Maddie took a deep, shaky breath. "It started two months before Mia was born. Todd started controlling my phone, my bank account, my car keys. He installed hidden cameras in every room of our house. If I cried, or if I complained about being tired, he would lock me in the nursery closet for hours."
I felt a wave of nausea crash over me. My own sister—my sweet, quiet younger sister—had been living in a domestic prison less than twenty miles away from my house, and I hadn't seen the signs.
"And when Mia came home?" Agent Torres asked softly.
"Todd couldn't stand her crying," Maddie wept. "He said a deputy’s house needed to be orderly. Two weeks ago, when Mia wouldn't stop crying at 3:00 AM, he grabbed her out of the bassinet and squeezed her until she stopped making noise. I tried to pull him off her, and he... he threw me down the stairs."
Maddie pulled back the collar of her sweater, revealing a long, dark, yellowing bruise stretching across her collarbone and shoulder blade.
"I tried to hide Mia's bruises under thick clothes," Maddie continued, her voice hollowed out by months of torment. "Today, he lost his temper again because she threw up on his uniform. He hit her with his duty belt. I knew if I stayed in that house another hour, he would kill her. So I pretended I was going to the grocery store, and I ran to Sarah’s house. But I was so scared... I was so terrified he’d track my GPS..."
Agent Torres closed her notebook with a heavy, decisive thud. "Because Todd Vance is a active law enforcement officer, the local sheriff's department has been officially recused from this investigation. The State BCI and the Special Victims Unit have taken full jurisdiction."
Suddenly, the consultation room door burst open.
A hospital security guard rushed in, looking panicked. "Agent Torres! We have an issue at the NICU floor doors. Deputy Vance is downstairs with two off-duty county officers. He’s demanding entry, claiming he has a court order for parental custody."

Maddie gasped, grabbing my arm so hard her fingernails dug into my sweater. "He's here! Sarah, don't let him take her!"
"He’s not taking anyone," Agent Torres said, pulling her radio from her belt as she marched toward the doorway. "Lock down this floor immediately. Code Pink protocol."
