Chapter 4 - The Shadows of the Department

For two weeks, our lives became a battleground of legal filings, police depositions, and constant, terrifying paranoia.
Maddie and baby Mia—who was slowly recovering from her fractured ribs under specialized pediatric care—came to live with us at our home. We installed a three-thousand-dollar state-of-the-art security system, complete with motion sensors, reinforced door frames, and security cameras covering every inch of our yard. Mark took a temporary leave of absence from his school to guard the house while I worked with BCI investigators.
Todd had not been arrested yet. His union lawyers had managed to file a series of procedural delays, claiming the forensic evidence was "inconclusive" and demanding an independent medical review by a doctor of their choosing.
He was placed on administrative leave with pay—a slap on the wrist that allowed him to walk the streets freely.
Every night, dark, tinted pickup trucks would drive slowly past our house, idling near the curb before speeding away when Mark stepped onto the porch. We knew it was Todd’s friends from the sheriff's department trying to intimidate us into dropping the charges.
On a cold Thursday afternoon, I received a phone call from an unknown, unlisted number.
"Sarah?" a quiet, raspy female voice spoke over the line. "Is this Sarah Mitchell?"
"Who is this?" I asked, holding the phone tightly as I sat at the kitchen table.
"My name is Deputy Karen Miller," the woman said, her voice barely above a whisper. "I worked the night shift with Todd Vance for two years. I heard about what happened to your sister and baby Mia."
My heart began to race. "Are you calling to defend him?"
"No," Karen Miller said, her voice trembling slightly. "I’m calling because I have the evidence BCI couldn't find. Todd isn't just abusing his family, Sarah. He’s been running an illegal civil asset forfeiture kickback scheme through the county task force for three years. He keeps cash, seized electronics, and unregistered weapons in a private storage unit in Grove City."
I sat up straight. "Why are you telling me this?"
"Because three years ago, I tried to report him to internal affairs," Karen revealed, her voice cracking with old, unhealed pain. "Todd found out. The next week, my service vehicle was run off the road by an 'unidentified' driver. My career was ruined, and I was forced onto medical leave. He is a predator with a badge, Sarah. And he keeps a black notebook in that storage unit with dates, names, and hidden bank account numbers he uses to launder money."
"Where is the storage unit, Karen?" I asked, my pen hovering over a notepad.
"Storage King on Route 62, Unit 412," Karen said rapidly. "The key code is his badge number: 4892. You have to get the BCI to execute a search warrant before his union lawyers wipe the server logs. They’re planning to clean it out tomorrow morning."
I didn't waste a single second.

I called Agent Torres immediately, relaying every word of Deputy Miller’s confession. Within two hours, BCI tactical teams executed a surprise, high-priority raid on Unit 412.
What they found inside transformed a domestic violence case into one of the largest public corruption scandals in Franklin County history.
