"They own the police, Adrian," she warned. "They own the zoning boards, the hospitals, the courts. If you try to move her, they’ll say you’re kidnapping a mentally unstable woman."

"Then we don't move her in the dark," I said. "We make it a public spectacle. If I can't move her through the shadows, I'll move her through the headlines."
